The private organisation, Debio has been appointed as the only organic inspection and certification body in Norway by the competent authority, the Norwegian National Food Authority. Debio also controls farm land for the receipt of public economic support for organic farming. Debio certifies for the use of Debio's seal for organic products, "Ø-merket", and for the use of the combination of "Ø-merket / Demeter" for bio-dynamic products. Debio is a private, democratic members’ organisation. The organisation, active since 1986, has as members producers, distributors, traders and consumers. Two thirds of the budget for the inspection body (Debio) is financed by the government, and one third comes from annual inspection fees paid by the operators.

The Norwegian organic regulation is based on the EU Reg. 2092/91. Besides Debio has developed rules for aquaculture and forestry and harvesting of wild products. Norway has not yet implemented the new EU regulations, EC 834/2007 and EC 889/2008 but a consultation on these regulations has just ended (1 July,2010).
