Describe the "other" responsibilities

According to the draft new legislation on implementation of organics (Biodurchführungsgesetz) the ministry of Health is in charge of the implementation of regulation EC 834/2007, in particular also applications regarding permitted or prohibited inputs or additives. The regional authorities (Landeshauptmann with regional food authorities) are in charge of supervision of the certification bodies. So far even more authority is with the regional authorities (Landeshauptmann) which results in an often confusing situation for certification bodies of which most are active in all 9 federal states.
